I'll do some more research, but the pictures I got for Picea Purpurea sure looked like this. Perhaps you found a rare species growing outside its element. Were there a lot of them? How tall was it - a bush or a tree? PP is a tree.

This was more like a bush - 3-4ft tall, maybe? I'm not sure a tree would grow up here, though - too windy, I'd think.
