There is a group tasked with protecting green turtles. They are an endangered species, and state law prohibits getting near them or bothering them in any way. Since this beach sees a lot of tourist traffic, that group showed up and placed a rope on the beach to keep people viewing from an appropriate distance. They also provided some informational placards about the particular animals on the beach that day. That turtle apparently weighs more than I do!
