They might be napkins. In Korea you can buy a Kleenex box of napkins. Really useful! I wish they were sold in the US!

Or they could just be using the Kleenex as napkins which is a lot nicer than the places that give you toilet paper as a napkin. These pajeon are probably not fish as I've never seen fish pajeon (but there are some kinda with oysters, mussels, squid, and octopus.)
