NYT yesterday had an article that as of Jan 1 - you could buy/sell a car without a permit. A permit was issued only to those who could show a need or a business reason. The new market inexplicably had prices established by the govt of 3 times the probable landed price. Most newer cars that we saw were older Russian, newer Chinese and a few Hondas and Toyotas. The rest were 1950s US cars - mostly Chevrolets which were somehow in pretty good shape.
