Cuba has schools up to the 12th grade (everyone has free education through 12th - and can go on to college based on tests). Each province has a central school for music and art, sports, and I think other specialties. As long as you achieve some level of proficiency - you continue from 3rd or 4th grade to 12th. I got the impression that it was an honor to be accepted to teach at one of these schools. So the teaching level is probably quite good.
