This scene is very typical of Havana. The country has no money for maintenance. Although it all looks quaint, I suspect that someday it will all be torn down as rebuilding would be far too expensive. That is what has happened in Ankara, Turkey. Another issue is that you may "own" your apartment, but the state is responsible for the building. So you may paint a room - but the state being broke does nothing for the outer parts of the building.
