We were unable to get a clear explanation of home ownership. The state owns all buildings and real estate. You are granted the right to live in a space. But people talk of "owning". And recently Raoul Castro has announced that people may "buy" and "sell" certain properties. It is part of a long term plan to evolve into a more capitalistic market.
