I wonder if you could go diving around whales.

Yes and no. There's lots of diving in the area, and I don't think there are restrictions based on known whale habitats. But, there are also serious rules about approaching or otherwise purposely putting yourself in the way of the whales (although these boats are supposedly okay). So I think you can dive in areas you might see whales, and hope you're lucky?
