Does the skeleton really have a function - or is it primarily decorative?

If I remember right, the bottom of the building at that end is without columns (there are definitely none on the outer corners, that is visible, but maybe also below the street level there is rail that prevented the columns from going through?) so that end of the building is hung from the roof.
