I've seen pictures of people standing on top ... and there were certainly people scrambling up the approaches ... but no one on top while we were there. There are no signs prohibiting it.

I think it's legal like most any hiking/climbing in National Parks but in some cases it's been as being poor form. There was a climber named Dean Potter who climbed Delicate Arch a few years ago and got a lot of negative publicity for it. I've never been to Arches though; I don't know!
