In the top right, the cable that was just placed can be seen -- it's resting on rollers so that it can be pulled and not bind up in any way. Just due to its own weight and sag between here and the tower top, it's stressed right now and can't be moved. Once the hydraulics are activated, enough tension is relieved on the bundle at the end that it can be slid over the teflon-like coated surfaces (they're black), shaped to a square, and put in place.
