Not to make a pun - but I like the monumental scale of the complex. They expected the throngs to visit - and I assume to pay their respects.

For sure. Maybe it doesn't seem like it in the photo, but there were definitely a lot of people, perhaps partially because the government had just made this monument free to visit.
