Again, this is me saying things I'm not 100% confident are true, but... As I understand it, the difference between here and mountain ranges is that the mountains are formed when two plates collide and one pushes on top of another. The striations in the rock are often at an angle because they were flat and then the whole land pushed up. In this region, the formations were formed by water and wind, and the ones that remain are the ones made of the most solid material; the softer stone washes away first, basically.
