Hefei apparently has its own type of traffic lights, found nowhere else in China. This intersection was one of the largest, probably 10-12 lanes wide with an 8 sided pedestrian bridge and no crosswalks.

What do you mean by 8-sided pedestrian bridge? And what was special about the traffic lights?

The pedestrian bridge looks like an octagon, if viewed from above. The traffic lights have their own system: blinking green, blinking red, solid yellow, only arrows never round lights. They all have different meanings, which is sometimes weird, like "pull into the middle of the Intersection, then stop and wait there".

Or you just honk and drive through, regardless of what color or flashing pattern the traffic lights are displaying.

Not too many people have drivers licenses in Anhui. It takes 6-9 months assuming you pass the first time. I have no idea why it takes that long.
