The small lock ready to accept boats from the Sound. There is apparently a crazy system in the Bay that prevents salt water from coming in to the Bay. When really big boats come in, that primary system doesn't work, and they instead contain the salt water in a hollow in the Bay, then pipe it back down to the Sound. The whole system is based on the fact that salt water is heavier than fresh.
