Who's coordinating the whole effort? Is there someone in a control tower with cell phone / radio transmission to the trucks, the crane operators, the guys on the ground? I would think "synching" it would be really hard.

There should be a foreman from the crane company who is running this show. He would radio to the next truck saying to pull up. The crane operation is probably handled through radios between the two operators, to make sure they're in sync, and then to guys up on top of the columns who let them know where to move to place the beam right.
