Another reason the crowds were absent is that this year for the first time, Yosemite has implemented a permit system to use the cables on Half Dome. Only 400 permit reservations are issued per day, and according to Yosemite almost half of the permits are never redeemed since obtaining a reservation must be done months in advance.
