I actually believe both of those - my friend here who grew up in Alaska has told me similar things. It's too big, so people fly all over. I have no idea about the vertical movement of that pipe, but it looks like the four supports holding the pipeline can slide (as a unit) side-to-side across that entire silver beam, which could easily be 8ft...
